Property transfer, gateway project top City Council agenda

The Greenville City Council will vote on the conveyance of two pieces of property with the goal of preserving a historic structure and promoting economic development at its regular session scheduled for 6 p.m. today.

The council also will consider awarding a contract for the Sycamore Hill Gateway Plaza project.

The council will consider transferring a city-owned lot next to the Greenville-Pitt County Chamber of Commerce building at 302 S. Greene St., to the Historic Preservation Foundation of NC so it can be the future site of the historic Jones-Lee House.

The contract requires the foundation to pay $500 for the property, which is valued at $42,700, with the stipulation that if the Jones-Lee House is never moved to the site or is moved and later ceases to be located on the lot, then the property’s ownership reverts back to the city.

The two-story Jones-Lee House, built in 1895, was added to the National Register of Historic Places in 1980. It’s owner, Taft Ward Assemblage, wants the building moved from its location at 805 S. Evans St. for a project it is developing.

Earlier this month City Manager Ann Wall reported that Uptown Properties, whose registered agent is Don Edwards, is negotiating the purchase of the house with its owner and agreement with Preservation NC to purchase the Greene Street property once its arrangement with the city is finalized.

Staff is recommending the council pay $1 for two properties located on Evans Street that are owned by the Redevelopment Commission.

The two properties, 421 and 423 Evans St., are the green space that connects the city’s parking deck to Evans Street.

According to the Council’s agenda, the city plans to seek proposals for the use of the properties to create economic development opportunities and/or other public purposes.

Staff is recommending that council award Berry Building Group $1.92 million to build the Sycamore Hill Gateway Plaza

The company’s bid was the only one submitted to the city. It was the third time bids had been solicited so the city could accept it.

The original bid was $2.28 million, $330,000 higher than the amount available for the project so negotiations were undertaken to lower costs.

Budget presentations

The City Council also will hear fiscal year 2019-20 budget presentations from the Pitt-Greenville Convention & Visitors Authority, Sheppard Memorial Library and Greenville Utilities Commission.


Prior to today’s 6 p.m. meeting, the Council will hold a workshop session at 4 p.m. in City Hall Conference Room 337. Bill Hopper, newly appointed executive director of the Pitt-Greenville Airport Authority, will provide an update on airport operations. City staff will present proposed recommendations for improving the “night-time environment” in the uptown district.
